The Dutch consulate in Guangzhou wrote an excellent report on the ICT sector in Guangdong from which I cite the relevant information for Shenzhen:
Shenzhen has become the most important information industry manufacture base in China. The top four industries are computers, telecom, microelectronics, audio and video products. The revenue of communication equipment, computer and other electronic equipment manufacture industry accounted to US$ 35.67 billion, an increase of 35.0%. The revenue of software sales accounted for US$ 3.5 billion, an increase of 45.5% compared with last year, with more than 3,500 registered software enterprises. The total revenue amounted to one-third of the city’s information industry. Embedded software is the most prominent feature in Shenzhen software industry compared with other districts in the whole country, which accounted for 65% in software revenue. The city is the home base for several hi-tech key enterprises, such as Huawei who focus on the production of program-controlled exchange and transmission equipment, Zhongxin Communication, Great Wall Computer, etc. Other famous software enterprises, like: Kingdee, Sunrise, Jinzheng, etc. are also based in Shenzhen. A group of renowned multinational enterprises like: IBM, Microsoft, ORACLE, HP, ZENSAR, etc. have set up R&D centers in Shenzhen.
Shenzhen software industry focuses on the sectors of finance, security, accounting, education, the level of the application software development and is leading to an advanced position in China."
Important ICT companies in Shenzhen
Shenzhen Huawei Technology Co., Ltd.
Founded in 1988, the company engaged in R&D, manufacturing and sales of communication network technique and products, the revenue for 2003 was US$ 6.224 billion. Their products covered all the major communication products like exchanger, connection, transfer, mobile communication, aptitude net, support net, connect server, router, ethernet exchanger, TV meeting etc. The company developed a core system technology. They also provide solution schemes for fixed net, mobile net, data traffic net. Huawei Company has entered the world class in the software development and quality control aspects, their Indian research subsidiary has gained the CMM forth level international certification which was the first one in China.
Shenzhen Kingdee Software (China) Co., Ltd.
Kingdee develops and sells products aimed at Chinese enterprises, offers e-business application software and business administration services through Internet. They can set up intermediate server for e-business platform, and also offer management consulting and technical services for connecting the software. The product K/3 ERP of Kingdee ranks no.1 in the market of small and medium size enterprises. In March 2003, Kingdee published the third generation product EAS (Kingdee enterprises application suite), which is designed for large and medium size enterprises.

The report does not mention Tencent, which at the time of the report was written was perhaps not significant enough. At the moment Tencent is one of the leading IT companies in China though. Read more about Tencent here.
